One of the range of dependable seat clamps available from Hope as a bolted (like this one) or quick release option, different clamp diameters and an ergonomic design

The actual collar is the same on both the quick release and bolt through versions - so can easily be converted.

The seat post is loosened to allow you to raise or lower the seat post (bear in mind that there should be a minimum length left inside the frame - as a guide, 9cm / 4 inches - this is often marked on the seat post

The seat post clamp is tightened with an Allen key / hex wrench

Why use a bolt through collar rather than quick release?
It's more difficult for someone to steal your seatpost / saddle!
And maybe you don't need to adjust the height
