This is an adhesive primer made by Park Tools 

The AP-1 should be used to prepare surfaces, accelerate curing and promote performance of Park Tools products:

• TLR-1 Threadlockers 
• TLR-2 Threadlockers
• RC-1 Retaining Compound

Park Tool say this competes with Loctite® 7649™.

Note - Must be used on all component, fastener and carbon fibre surfaces in conjunction with threadlockers and retaining compounds that contact carbon fibre such as PF30 bottom brackets or brackets or bearing pressed into carbon fibre frames. Failure to do so could result in permanently bonded parts.
